Lasantha killing : major at home at the time of incident

The CID has found that the retired Army Intelligence Unit Sergeant Major Ilandarige Edirisinghe Jayammane who was found hanging from a rafter in his home recently with a suicide note confessing to the killing of former Sunday Leader Editor Lasantha Wickrematunga was actually at his home when the killing took place in 2009.

The CID investigators who continued their probe into the suicide note and the details of the reports on the use of Jayamanne’s mobile number have found that his movements were restricted to his home and surroundings on the day of killing of Wickrematunga.

With the verification of phone records confirming his presence at home on January 08, 2009 the day Wickramatunga was killed, police are now confronted with a major problem with regard to the content of the letter allegedly written by Jayamanne before him committing suicide.

Jayammane’s body was exhumed by police last Wednesday following an order by Kegalle Magistrate Gayan Megahage.

The Magistrate ordered that the body be exhumed and fingerprints of the deceased be obtained.

The order was given consequent to a complaint by the CID that they needed the fingerprints of the deceased for its investigations into the killing of Wickrematunga.

The Judicial Medical Officer who conducted the inquest on the former soldier ordered police to obtain the fingerprints of the deceased, but the police did not carry out the order.

The CID informed the Magistrate that they needed the fingerprints of the deceased to ascertain whether they would match with the prints found on the vehicle of Wickrematunga on the day of his killing.

The body of Jayamanne was buried at the Karandupana Puwakdeniya General Cemetery on Oct. 16.

His body was found hanging from a rafter of his home at Karandupana, Kegalle on Oct 14. A note believed to have been written by the retired sergeant major read in Sinhala: "It was I who killed Sunday Leader Editor Lasantha Wickrematunga, My friend Malinda Udalagama, who has been arrested for it is not responsible for the murder. Please release him."

The retired sergeant major was a father of three and his wife was working abroad, police said. The second son of the retired soldier was to leave the country to attend a sports event. He had accompanied the son to the latter’s school and returned home after handing over the boy to the school authorities. His eldest son was not at home attending to his work while the youngest child was in school.

According to the preliminary investigations Jayamanne hanged himself from a rafter in his home around 8.30 am on Oct 14. A neighbour, a trishaw driver first saw Jayamanne hanging. He informed the Kegalle police of the incident. Police arrived at the Jayamanne’s house and brought the body down. The police found the note written by Jayamanne on a table near his body. Police sources said that Jayamanne’s son had identified that it was his father’s hand writing.

 Two special police teams have been assigned two separate investigations into the mysterious death.

Treasury bond scandals: COPE final report

Parliamentary watchdog committee, COPE (Committee on Public Enterprises), yesterday approved its Chairman’s report holding former Central Bank governor Arjuna Mahendran responsible for Treasury bond scandals.

The report recommends legal action against those involved in the scams and the recovery of losses from them, according to a senior COPE member.

The COPE met around 9.30 am in Parliament yesterday, following heated exchanges over the Mahendran issue the previous day, and the division continued resulting in UNP members of the committee saying that they would not agree with Chairman, JVP MP Sunil Handunnetti’s report. Of the 14 members of the COPE, who met yesterday, eight representing the UPFA and the JVP endorsed the Chairman’s report. They are Mahindananda Aluthgamage, Lakshman Seneviratne, Chandrasiri Gajadheera, Priyankara Jayaratne, Lasantha Alagiyawanne, Weerakumara Dissanayake, Bimal Ratnayake and Dr. Nalinda Jayatissa.

As they failed to secure majority to exonerate Mahendran of the treasury bond scam or change the report of investigation, the five UNP Members, Dr. Harsha de Silva, Ajith Perera, Sujeewa Serasinghe, Hector Appuhamy and Harshana Rajakaruna said that they would submit an alternative report of their own on the investigation, according to sources.

Sources said UNP Ministers Senasinghe and Perera openly faulted COPE Chairman and Auditor General at yester’s meeting in a threatening manner, demanding that they amend their findings. Minister Perera told the Committee that the Auditor General was neither the God nor the Buddha and others should not accept his word as the final. Perera became silent only when other members pointed out that it was unbecoming of an MP to threaten AG to change his report on the findings of an investigation conducted by his department. They said such action amounted to a punishable offence. Senasinghe wielding a photocopy of page one of The Island newspaper, which reported the proceedings of COPE on Thursday accused the COPE chairman of leaking the story to the media.Chairman Handunnetti vehemently denied the allegation.

The Chairman’s report concludes that there have been irregularities and malpractices of serious nature in the auctioning of treasury bonds from February 2015 to May 2016.

The irregularities and malpractices during the said period with Mahendran as the Governor of the Central Bank of Sri Lanka (CBSL) were proved beyond a reasonable doubt and it was revealed that they had caused the public and the international community to lose faith in the CBSL.

The COPE report recommends that severe punitive action be taken against those responsible for the bond scams. It also calls for the setting up of a committee or any other mechanism to monitor the progress of the implementation of the COPE recommendations and report it to Parliament.

Observing that Perpetual Treasuries company, owned by a relative of Mahendran has made massive profits during the period in question, the COPE report recommends that a special investigation be held into its financial gains. If that institution’s profit making resulted in any losses to the Central Bank, then the losses should be recovered from it, the report says.

The report also recommends the creation of a new mechanism to prevent occurrence of similar incidents in the future.

After eight members of the COPE had endorsed the report by placing their signatures thereon, the UNP MPs said that they would put out another report on the same issue.

The five UNP members, COPE Chairman, Auditor General and the COPE Secretarial staff stayed back after others had left the meeting around 1.30 pm, according to sources.

Sources said the COPE Chairman’s report on the bond scams would be presented to Parliament on Oct. 25 in spite of the UNP’s efforts to scuttle it. Finalising of the UNP report on Treasury bond scams had been postponed till Oct. 24, the senior COPE member said, adding that the UNP’s attempt to absolve Mahendran of what he did had failed at the end of 16-month long deliberations on the issue.

Ambulance Driver ignores serious patient

An ambulance driver transporting a patient in a critical condition from the Embilipitiya district hospital to the Ratnapura hospital for further treatment is alleged to have stopped the vehicle at a spot where coconuts were being sold.

This episode went viral and by noon today more than 128,000 visiting this social media website.

Sabaragamuwa Provincial Director of Health Services, Dr. Kapila Kannangar said the driver was immediately transferred to the Ratnapura Deputy Health Officers Office.

He said this driver had other cases against him as well.

When the patient was being transported along the Embilipitiya - Ratnapura road the driver had stopped the ambulance outside a house where coconuts were being collected and de-husked for sale.

The Video shows the patient in a critically ill condition with several tubes connected to his body amid several medical equipment inside the ambulance. The patients son had videoed this scene and uploaded it on a social media website. This video clip shows the patient lying inside the ambulance and and driver alighting from it and speaking to someone near a pile of coconuts. A frame showing someone supposedly a health attendant seated near the driver and smiling in the direction of the driver is also seen in this video lasting a few minutes.

Dr. Kannangara had ordered an immediate disciplinary inquiry against the driver concerned and had transferred the driver with a view to conducting an impartial inquiry. (Ajith Lal Shantha Udaya and jayantha Nanayakkara)

Tense situation in Kalpitiya as fishermen clash

Protests by fisherman along the north-western stretch of the island took a turn for the worse this morning, when local fishermen in Kalpitiya clashed with fishermen they claim are using illegal methods to fish in their waters.

The fishermen from Kalpitiya say these fishermen use illegal ‘Laila’, ‘Surukku’ and bottom-trawling methods to fish, destroying the seabed, the eco-system and the Kalpitiya fisherfolks' natural resources.

On October 18, fisherfolk from Thalawila, Kalpitiya and Negombo marched into Colombo to take their concerns to the ‘highest authorities’: A letter detailing their concerns was duly handed over to the Presidential Secretariat.

The Kalpitiya fishermen continued their protest in Kalpitiya yesterday, taking over the Palaviya- Negombo Road, refusing to let vehicles pass by until the matter is resolved.

Reports from Kalpitiya says that the clash turned violent this morning, when the ‘Laila’, ‘Surukku’ and bottom trawling fishermen arrived in Kalpitiya and were set upon by the enraged Kalpitiya fishermen who say they are being deprived of their livelihood and resources.

Sources add that the Kalpitiya fishermen accuse the Navy of aiding the fishermen using illegal methods to fish in their waters.

A lorry belonging to the fishermen using illegal methods and a motorcycle was burned. Sources say ambulances were spotted leaving the scene, taking the injured to hospital.

Six have been injured, sources said.

Five policemen have been arrested on suspicion and interdicted following the death of two university students while traveling on a motorcycle, according to the Government Information Department.

The statement said that postmortem examinations into the deaths are ongoing and that the Criminal Investigations Department (CID) has immediately launched an investigation.

Earlier today it was reported that two university students were killed in an accident which occurred in the Kokkuwil area in Jaffna and that the victims were on their way home on a motorcycle after attending a party last night (20).

It was reported that one student had died on the spot while the other student succumbed to injuries after being admitted to the Jaffna Hospital.

The victims, aged 23 and 24, are said to be third year students in the Arts Faculty of the University of Jaffna and are residents of Jaffna and Kilinochchi.

Female ex-employee reveals the rampant abuse by frustrated officials at Cricket's head office

Sexual demands, groping, touching, lude comments and verbal abuse of helpless and silent female employees are common occurrences inside the glamourous offices of Sri Lanka Cricket (SLC) according to the official testimony of a former female Executive officer of the country’s most internationally recognized corporate body.

In a startling revelation made during a formal disciplinary hearing, SLC’s former Confidential Secretary in the Marketing Division, Gayathri Wickramasinghe has exposed the dirty underbelly of the creature that in Sri Lanka governs what is supposedly the “gentlemen’s game”.

“During the tenure of my service with SLC, I have faced harassments including sexual harassment and perversion by, certain personnel of SLC. I have been offered with club memberships in order to call for evening drinks and certain individuals have related about their extra marital affairs during the official working hours with me” revealed Wickramasinghe in her statement at a recent inquiry against her.

“Even I have faced sexual harassment physically. In fact, I reported one incident in 2012, to then CEO Mr. Ajith Jayasekara and he has taken the matter up with the then President Mr, Upali Dharmadasa who sorted out the issue,” she added.

“The individuals I have mentioned here are certain employees of SLC and certain Ex-co members of the SLC. I do not want to divulge the names of them but I would do when the necessity arises. Being an unmarried lady, I did not want to complain and tarnish my image, myself due to the reason of manipulation and finally publishing all bogus stories against the innocent parties,” she said.

“However bogus stories about me have been published in tabloids and newspapers. Later on “Ceylon Today” dated 17th September 2014 published an apology. I was the only female involved in organizing tournaments.  During the time I was working with tour organizing I have faced sexual harassments and perversion from certain support staff individuals as well” said Wickramasinghe.

She went on to drop a bombshell when she claimed that the termination of her employment at SLC was mainly due to her refusal to co-operate with the sexual demands of some perverted officials.
“Having stated all these harassments during the past, I feel the allegations which are stated in my charge sheet are meaningless, baseless, lack of coherence and (levelled) to take revenge from me for not obeying them” she stated. 

Subsequently, websites published stories about Wickramasinghe’s allegations, though without solid proof and she felt it obviously was the work of frustrated SLC officials hell-bent on destroying her for not acceding to their perverse sexual demands. It bore all the hallmarks of their usual modus operandi.

Then on September 7, SLC’s COO Jerome Jayaratne quoted these web stories and a newspaper article and asked her for a “detailed report” of the alleged harassment she faced as they were “serious allegations”.

However, she did not respond as she had more than enough reason to lose confidence of SLC and its officialdom and felt it was another attempt to ridicule her more through web-site mudslinging.  

Wickramasinghe, though many may not know her by name, rose to prominence in Sri Lanka as much as SLC’s international cricketers in recent years largely thanks to the no-holds barred, un-governed and un-monitored world of cyber journalism which today is a free-for-all and seen by many as a monster beyond control.

Stories made up, according to Wickramasinghe, by frustrated SLC officials often spread like wild fire on gossip media though they had no shred of evidence and sometimes forced SLC to conduct investigations, only to find they held no water.

A weird story of spending a night with a cricketer during a Test match was one such story. A shocking allegation of altering a receipt for a false claim was another example. There are several such examples that made her famous or infamous in the cricket circles.   

Wickramasinghe by nature is outgoing, confident and straightforward. She is talented and was good at her job, exactly the things despised by uneducated and incompetent officials and their henchmen who roamed the offices of SLC. So they resorted to alleged sexual harassment and spreading gossip to get the better of her. Finally, they got rid of her but through flimsy charges, most of which were rejected by her immediate supervisor.

Interestingly, among the charges for her sacking are none to say that she was incompetent. Among the charges levelled by SLC are brushing her hair, applying make-up and painting her nails in the office, talking too loudly on the phone and getting late to come to office though she had covered those hours by staying well behind the closing hours to cover the work assigned to her.

In fact, Wickramasinghe had worked for an extra 39 hours and two minutes more than her stipulated working hours during the period SLC had investigated according to information transpired at the inquiry. Her superior officer confirmed at the inquiry that she had come to office late as she was assigned to collect cheques from SLC sponsors on her way to office.

So frustrated by the sudden sacking even without a letter of warning, Wickramasinghe was forced to come up with the harassment she had silently endured at the hand of some officials. She said she feared reprisals from officials if she revealed them at the time she was working but felt the suffering was meaningless, when she heard of the ridiculous charges trumped-up to get rid of her.

She told that current SLC officials suspected her of links with their rival parties and have gone to extremes to find a reason to get rid of her.

In his evidence, Wickramasinghe’s superior Vajira Dassanayake, the then head of Marketing at SLC gave a clear picture on how things developed. Recalling a SLC meeting on May 30, Dassanayake said “He (SLC President) told the staff present that he is aware of information leaking out due to the conduct of some staff members. He further told that he would take appropriate action to remove such obstacles and he is aware of the proper legal mechanism to achieve such an action”.

Wickramasinghe, describing the said meeting in her statement stated; “The President SLC accused the personnel who were present there for leaking confidential information to the media. He further stated that he had further identified the people through his sources who support the opposed parties to SLC. Also the President stated in a threatening tone that he will be taking action against the employees from tomorrow as he has identified them as obstacles for his future plans. He further stated that he very well knew the law and he knows how to tackle the situation”.

Recalling what happened the following day Dassanayake added: “CEO called me to his office and reluctantly handed over a letter of suspension for a period of three months. After half an hour I got to know that the accused officer (Wickramasinghe) has also been given a similar suspension order.”

Film 'Silence In The Courts' Free To Be Screened

Colombo District Court today revoked the enjoining order against Prasanna Vithanage's film 'Usaviya Nihandayi' (Silence in the Courts) which was imposed on October 5.

The enjoining order was issued after a petition by Magistrate Lenin Rathnayake.

Through the petition, Rathnayake said that the film was based on false facts and that his reputation and the reputation of the judiciary was challenged by the film.Eight respondents argued for the lifting of the enjoining order yesterday in court.

District Court Judge M.U. Gunawardena said that he made the decision after considering both sides.Further inquiry was set for January 19.

Mysterious Dragon filmed flying through Chinese mountains

A video showing a ‘dragon’ flying across a mountain range in China has left netizens bickering over whether the footage is real or fake.

Uploaded by YouTuber ApexTV, the five-minute clip has been viewed almost 200,000 times and apparently shows the mythical beast flying over an unnamed mountain range somewhere near the border between China and Laos.

Dragons are seen as a majestic creature in China’s folklore and the footage has captivated many, but some viewers have disputed whether the animal is a dragon or a flying dinosaur.

In the video, a person asks viewers if they think the creature is a “dragon or pterodactyl,” in reference to pterosaurs – flying reptiles believed to have become extinct 66 million years ago.

YouTube commenter Li Zeng has been convinced the video is fake. “It’s a cell phone device camera, so it’s pan focused and can’t focus on particular object,” they wrote.

Another user, who believes the footage forms part of a conspiracy theory, speculated if the dragon was in fact a drone. “I’ve read some articles about how scientists and engineers have combined knowledge and discovered the natural movement and aerodynamics of a bird so perhaps they have tried to replicate it on a machine,” s6ef4enko wrote.
